America is mired in an endless depression brought on by the Federal government’s debasement of the dollar and uncontrolled spending.  Second term President Rivera has declared the situation a national emergency, granting himself wartime powers and ever-increasing autocracy.  To ensure the President’s hold on power, a domestic agency reporting to Homeland Security has been in existence for nearly ten years.  The purpose of the Department for Domestic Disturbances (DDD) is to crush dissent against the Administration’s mounting failures.

An agent of the DDD, Joshua Stillwater, has been ordered to infiltrate the tight-knit society of Wyoming.  With most States dependent upon Federal bail-outs to stave off bankruptcy, they have ceded their waning power to Federalism expanding within Washington D.C.  Yet Wyoming, a State that has chosen open opposition to Federal dictates, is thriving, enjoying a renaissance of technology, innovation and prosperity.  And they base it all upon mountains of gold acquired as backing for their every-strengthening currency, the Wyoming Credits, or WC.  The first of Stillwater’s mission parameters is to find the gold.  The second is to understand from where Wyoming’s success derives.
